On Feb. 6, at approximately 4:45 p.m., Officer Ryan Churchwell conducted a motor vehicle stop on Route 23 and after investigation, arrested a passenger in the vehicle, 42-year-old Richard A. Paduani of Paterson, on a warrant out of Franklin Borough in the amount of $2,195. Paduani was processed and released after posting 10 percent of the bail, pending a Franklin Borough Municipal Court appearance.
