    On Feb. 17 at approximately 11:49 p.m., Franklin Police responded to the area of Susquehanna Street for the report of a highly intoxicated male who left a residence and entered into the Franklin Mine area. After an hour-long search, police located 21-year-old Richard C. Henderson of Franklin sleeping near the railroad tracks in below-freezing weather. After placing Henderson in the rear of the patrol vehicle, he became disorderly and attempted to kick out the back window of the patrol vehicle. Henderson was subsequently charged with disorderly conduct and transported to Newton Memorial Hospital for observation. Sgt. Jeffrey Smith and Patrolman Ryan Churchwell investigated with assistance from members of the Hardyston and Hamburg Police Departments. On Feb. 18 at approximately 10:35 p.m., Officer Ryan Churchwell conducted a motor vehicle stop on a vehicle that he observed speeding and failing to maintain its lane on Route 23. Investigation resulted in the arrest of 41-year-old Joy A. Hutchinson of North Bergen for DWI. She was subsequently charged with DWI, speeding, careless driving, failure to inspect a motor vehicle, failure to keep right and having an obstructed view. She was released to a friend pending a future Franklin Borough Municipal Court Date. Officer Ryan Churchwell was assisted by Sergeant Jeffrey Smith.
