    February 11 Patrolman Nevin Mattessich stopped the operator of a vehicle for driving while suspended. Further investigation revealed that the operator. Jeffrey S. Herring, 44, of Shohola, Pa., to be in possession of a controlled dangerous substance, specifically heroin and a hypodermic needle. Herring was arrested and charged with being in possession of heroin and a hypodermic needle. He was also charged with driving while suspended, operating a vehicle while unlicensed, and possession of a controlled dangerous substance in a motor vehicle. He was released pending an appearance in Franklin Municipal Court. February 15 A Franklin Borough man was arrested on at 6:05 p.m. during a routine motor vehicle stop. Michael A. Davenport, 18, was pulled over on Main Street after police observed the driver operating a vehicle with an overdue inspection sticker and with a license plate light out. He was charged with DWI, failure to make repairs, maintenance of lamps, failure to notify DMV of address change and for operating a motor vehicle without insurance. Davenport was released pending a municipal court date. Ptl. Churchwell was the arresting officer. February 17 Patrolman Nevin Mattessich stopped a vehicle for a motor vehicle violation. Further investigation led to the arrest of Bryan C. Evans, 19, of Branchville. After failing sobriety tests, Evans was charged with Driving While Intoxicated. He was evaluated by Patrolman Michael Monaco of the Newton Police Department, who is a Drug Recognition Expert. Evans was also found to have four small partially filled bags of marijuana and drug paraphernalia and was also charged with possession of a controlled dangerous substance, specifically marijuana, possession of drug paraphernalia and with being under the influence of a controlled dangerous substance. He was also issued several motor vehicle summonses for failure to wear a seatbelt, reckless driving, failure to exhibit a valid registration card, and possession of a controlled dangerous substance in a motor vehicle. He was released pending an appearance in Franklin Municipal Court.
