    Jan. 13 At approximately 9:55 p.m., Sgt. Jeffrey Smith responded to the Franklin Walmart for the report of a shoplifter. Further investigation resulted in the arrest of 22-year-old Jennifer Deltoro of Newton, after she attempted to shoplift a desktop computer, several CD’s and miscellaneous baby items totaling over $700. Deltoro was charged with third-degree shoplifting and released pending a first appearance at the Franklin Borough Municipal Court. At approximately 9:50 p.m., Officer Ryan Churchwell conducted a motor vehicle stop on a black Lincoln pickup truck after his in-car computer revealed that the registration privileges on the vehicle had been suspended. During the motor vehicle stop, Officer Churchwell detected an odor of an alcoholic beverage on 30-year-old Richard D. Downing of Staten Island, N.Y. After a series of field sobriety tests, Downing was arrested for driving while intoxicated and was charged with DWI, having a suspended registration, driving while suspended, driving an uninsured motor vehicle, careless driving and failure to submit to breath tests. He was released to a friend pending a Franklin Borough Municipal Court Appearance. Officer Churchwell was assisted by Officer Karl Ludwig of the Hardyston Police Department. Jan. 11 At approximately 9:06 p.m. Officer Ryan Churchwell observed a vehicle cross the double yellow lines while traveling southbound on Route 23. A subsequent motor vehicle stop resulted in the arrest of 56-year-old Stephen Minnella Jr. of Hackensack for driving while intoxicated. Minnella was subsequently issued motor vehicle summonses charging him with DWI, failure to keep right, careless driving, maintenance of lamps and having a cracked windshield. Minnella was released to a friend pending a Franklin Borough Municipal Court appearance. Officer Ryan Churchwell was assisted by Sgt. Jeffrey Smith.
