    Aug. 19 At about 9:40 p.m. Vernon Township Police Officers Shaun Fitzgerald and William Gebhard responded to a report of a man standing on the front lawn of a vacant house on Panorama Drive “looking like he’s out of it.” Just prior to arrival at the vacant home, Fitzgerald observed an unoccupied black, 2009 Nissan Rogue parked on the shoulder of Panorama Drive with its hazard lights flashing. The vehicle had apparently gone off the roadway but was moved back to the roadway shoulder. Upon arrival at the vacant home, Officers Fitzgerald and Gebhard located Henry G. Rouwendal Jr., 52, on the front lawn. He stated that while on his way to the Sussex QuickChek his vehicle stalled (the Nissan Rogue) and he was attempting to walk home. Observing that Rouwendal appeared to be highly intoxicated, Officer Fitzgerald administered a series of roadside sobriety tests, which Rouwendal failed. He was arrested for driving while intoxicated and transported to police headquarters. At headquarters Rouwendal was charged with driving while intoxicated, careless driving and failure to produce documents. He was released to a family member pending an October Municipal Court appearance.
